I don't think PSP could even ever support Flash 9 because of it's hardware. That's probably why Sony and Macromedia(?) made it Flash 7 in the first place.
But you can always try to get Sony working on it

ok wenever i put a link in my post i got an error, i meant to say go to XTCs site www.itsnewtoyou.biz and click proxy and then block ads and come here. i did not mean for phil to do it lol.

proxies themselves aren't legal - they have loads of legit uses. For example, i use a university proxy to make my ip a university ip so that i can access electronic journals etc that the university has a site licence for... Dead handy

I guess you meant to say "proxies themselves aren't illegal", Phil.
There's nothing wrong with proxies, you can visit sites anymously and all. If Sony has disabled the proxy feature on PSP, it is probably just because you use your router to go on the net, and you can configure your router to have a proxy.

Yes they are allowed. There is nothing illegal about them, some hackers just use proxies so no-one can see their real IP while they hack/DoS sites and stuff. But proxies can't be blamed for that, it's like saying that science should be illegal because bombs and all were invented by scientists.
