It is if you are playing the game on your PSP when there is no internet connection (or if you are playing a game and not signed in / registered). If you put the code that the game gives out in to this page then the high score will be submitted. It is basically a feature we though was necessary because you may get your best score when playing the game on the bus and you may want to submit it especially if it would be the top score.
