No you can't. You couldn't do anything with them anyway since there is no device to write anything to them.

Re: Can I buy empty UMD-Discs?
I'm pretty sure the PSP won't run anything from a UMD that hasn't been signed by Sony... If you're using the official firmware anyway

No, as like many of these guys said, it isn't possible, and if you could buy empty UMD's and a writer, you couldn't write on them since the UMD's filesystem probably is something else than basic FAT or FAT32 so that's where you're going to get stuck.
Unless you figure out how you get your PC to read PSP's filesystem or you get your PSP to read FAT
EDIT: And if you're wondering that now how can you download PSP game ISO's from the net, that is done by "dumping" (copying) the UMD's contents to the memory stick with custom firmware and some kind of homebrew app.

By saying "write" you don't probably mean writing with any computer's reader or writer, because UMD's can hold up to 1,8GB of data. But writing on them with a pencil... Why the HELL would anyone want to do that?

Topic closed because the question has been answered, You can not buy blank UMDs and you can not write data on to them.
