1) Your thread title is incomplete, and
2)Even though it is incomplete, the short answer is already "No".
If Sony wanted to upgrade the flash player, they'd do it only for the Slim, as it has extra memory for use in the web browser, if they enable it.

Locked as you can not get flash 7 on psp unless your using custom firmware
