Yeah of course. There are a couple of pokemon homebrew games.
It would be possible in javascript or flash tough.

Seriously 60$ at the max price for pokemon and the gameboy. Should just buy that if you want to play it. Nobody is so obsesed with it to make it all in flash for the psp. That would takes hours days mabe a year that would be tons and tons and tons of coding.

Yeah, the original game... But it is possible to make a pokemon clone in flash...

Or just use HEN and eLoader, keep the firmware you're on and play emulators, those homebrew Pokémons rollinroll mentioned and much more cool stuff!
