How do people make homebrew games?

How do dev's make homebrew games? Cause im thinking of making my own games, or making a port of some game..I've heard you need a Linux emulator called cygwin, and something called psptoolchain. Ive got cygwin, but I dont know anything about Linux,so im sorta stuck.I'd love any help.

I think you just basically write C or C++ and then compile it for the PSP. Or you can write LUA, but it just plain sucks. But it's easy to write with it, easy to use it and there are a lot of LUA tutorials available. But it still sucks.
